If you think about it, you quickly realize that Glass is something that all HQs (except for Robotic) need for their expansions. You mentioned having to pay exorbitant prices for glass. You won't hit HQ Level 2 as quickly, which sucks and might spell doom in the long run, but sometimes you have to make do with as efficient a Lemon->Lemonade production cycle as you can. This is when you play a bit more conservatively and round off all the production requirements you need (Iron Mine, Steel Mill, Aluminum Mine). Sometimes you get a really awful map and you find a really awful place to found that doesn't get you enough resources. It should go without saying that you don't always do this. Only once you're at HQ Level 2 do you round out your Steel Mill production with Iron Mines and whatever else is needed to sustain yourself to HQ Level 3. Usually what you want to do is settle your HQ on a plot with many of the starting resources you need (read: Aluminum) and then start off with building Steel Mills or Aluminum Mines if you have taken enough resources from your found, you can usually sell the starter resources and buy the ones needed to get yourself to HQ Level 2. Your objective is to get to HQ level 2 as quickly as possible. You start with 3 claims (4 if you're Expansive), and get that many claims when you get to HQ level 2. No doubt you have surmised that the early game is very critical. So these strategies work about 50% of the time! No guarantees given! The carbon from the stack should allow you to level up with the mined aluminum: then complete your building industry and diversify. Place your base on a big carbon stack - Then built an aluminum mine and try to make money with food or fuel. If there is more than you thought, nuke it away. If you have enough water to survive long enough, go for electricity, food, o² and fuel.
